I saw this picture on GMA News TV. A mother, clutching her two kids. Obviously, they’re homeless. As you can see from the caption, the cop was telling the mother to avail of DSWD’s Back to the province assistance for street dwellers.
Back to the province.
Assistance.
For street dwellers.
Those were the keywords I picked up on the picture. Not good. It’s really nothing short of throwing them back to the province – and then – what?!
In Brazil, i’ve read articles where they shoot them.
At least, in the Philippines, they give them “assistance” to be banished. Back to the province.
But I became curious. Exactly – what is this Balik-probinsya program?
Pamasahe lang pa-uwi?!
I could not find any information on the DSWD site other than this:
“The DSWD is also implementing the Balik-Probinsya program that provides transportation assistance and subsistence allowance to affected families who would like to return to their provincial places of origin or area of choice for resettlement,” Secretary Cabral stated. (Source: DSWD)
I could see from the picture that the family does not want to leave the streets. I could see that they’re not interested with the Balik-probinsya program. Kung ano man yon.
Street dwellers will always be the reason why government programs fail dahil they do not address the basic needs of these people. Hayyy…

balik probinsya and what is next?
kung wala ding babalikan sa probinsya?kung wala din naman palang titirhan at pagkakakitaan sa probinsya? siguro nagtityaga nalang along the road tumira na kahit pano my napagkukunan ng kakainin.
yung mga inalis nila sa manila at tinambak nila dun sa barrio naming dating napakatahimik ngayon ayun, mga naglisaw din naman sa kalye
at pati mga studyante hinohold-up,samantalang dati napaka safe nung lugar namin,pero ngayon
nagmukha naring slums ng manila.

you see, mapaalis lang nila sa kalye ng manila, itatapon sa probinsya,sana kung meron silang project na ibibigay, pamasahe nga lang daw at maliit na halaga,babalik din naman ulit dahil wala din namang pagkakakitaan.
yung mga batang namamalimos sa kalye
bat di pagkukunin ng dswd?di nila magalaw dahil sindikato?
akoy wala ng kabilib bilib sa gobyerno natin.

kailangan nila oportunidad at mga proyektong pang kabuhayan!livelihood projects.at chance!na dapat ang gobyerno mismo ang nagpapatupad ng mga ganitong programa sa kanilang probinsiya!yan ang kasagutan di puro kayo kurakot at makasarili mamamatay din tayon
