Social responsibility, transparency and accountability of the Philippine Blog Awards

by reynz on April 27, 2009

7 months of silence

It’s been 7 months now that we talked about the Philippine Bolunteers Award. I called it such because to me, they have not provided us and Pinoy blogosphere any sense of comfort nor even respond to some of the questions raised. Not even a statement to address some of the valid questions raised by GameOps. And if you think ang pagkakamaling to will just be forgotten by Reyna like one ugly bangungot and move on like nuttin’ happened? Nevah. If it was wrong, it has to be corrected, so you as an organization can earn your credentials and move on to the future. One should neva evah just sipa the past and think that everything is happy altogethah ever in pinoy bloggie wonderland because, things must change for the better for the past to be forgotten.

Forget the past?!

Did the organizers of that award made any statement to respond to some of the questions? Uh-ah (one waggling fingah!) Have they updated the site to include volunteers? Uh-ah (two waggling fingahs!) It seems to me that they want us to forget the past as if nothing happened!

The importance of April 15

Interestingly, dumaan na ang April 15 – if you’re in my type of industry, knowing mo na yun divanetch? What am I talking about? Well, it’s one of those things that organizations have to do para meron silang sorta “good manners and right conduct“. Read on and I will tell you

The Volunteer Issue

I remember how that heated discussion brought Manuel L. Quezon III to weigh in and he said:

“Since two CPA’s have weighed in, and since I know of one CPA who had to work three days without sleep on the collaterals for the awards ceremony, then what this calls for is even more volunteerism. It would be a great help to the organizers, the judges, any volunteers (if there will be any, after this year) and bloggers who think the awards are a good thing, if Cat and Reyna come up with an awards code of ethics for consideration by the PBA as well as volunteering to serve as a team to set up a nominations, vetting, judging, tabulation, and accounting process for next year’s awards.”

Comment number 35: http://reynaelena.com/2008/09/28/whats-the-deal-with-volunteers-winning-pba-awards/

The Invite

Cat declined the invite whereas the pretty egocentric self-centered Reyna (woohoo!!!) waited for the invite. Nothing came. Leche! Namuti mata ko sa kakaintay! The last time I checked, naka-high heels na ang lecheng postmaster! Grrr! So, let’s just pretend that it will come, because by then I will have my gowns ready for my acceptance speech. But you see, there is a problem. I have certain standards that I follow. Hallerr! Hahaha! So, I want to make sure that this awards body sizes up to my expectations. Hahaha!

Unattended site

no_volunteers_list_pb2008

I recently visited the site to check the latest and I was surprised at how it was left behind unattended. I did not see any listing of last years volunteers. (I made screen captures just in case biglang nag-edit! Hahaha!)

Not-for-profit Financial Statements

Korak me if I am wrong, but getz ko that some non-profit company ata is behind this awards giving chorva. I’m a hungry CPA and have been involved in so may audit and FS presentation assignments so, fully aware ang lola kung pano ang arrive nang financial statements for non-profit. I still manage several non-profit companies under my portfolio of responsibilities right now.

How do they account for those items?

These corporate sponsors should be happy with me because I am protecting them! Kaya they better hire me hahaha! I got credentials, divanetch? At na-check na sya! Ngak! Ngak! Ngak! Charing! Hehehe! Kaya, taka ako when I saw so many sponsors listed! I was curious… how was cash comin in treated on the financial statements? And what about those items na gibsung nung sponsors? In udra wurds, how were those items received from the sponsors treated? What about expenses? Di ba? Trust me on this one, some of these corporate sponsors have certain budget on those prizes at once gibsung nila yon? Expenses na sila on their part at wez na sila kestyon evah how and in wat manner they evaporated! Hahaha! Why do I know? Well, I heard that some people have copies of my resume. Check ninyo, I’ve worked for the broadcast industry in the United States for many, many years (16+?) and I’ve dealt with advertisers and sponsors a lot! Nah, that’s wrong. All the time! Hahaha!

The inquisitive hungry CPA’s mind

Kaya, blame the inquisitive hungry CPA’s mind. But you see, I don’t know much about non-profit companies reporting requirements no more, as far as SEC, BIR or DTI are concerned. What I remember noon was that, if your total assets is like, P25,000 or sum’tin, you are required to file an audited financial statements kasama nung tax return. The peso number might have changed altogether na siguro. I don’t know. Can someone update me on this one please?

Transparency, accountability and responsibility

But my point is this: If I will accept my name to be attached to the name of some awards body? They better right the wrong and be sure that they post some informative financial statements or compliance reports of this non-profit company on that website for us to see and understand how they manage funds. Kiver even if they DON’T send an invite. After all these financial statements helps create the organizations credentials and informs the reader, especially us in Pinoy blogoshere how and what they’re doing. This is about the organizations credibility, transparency, accountability and responsibility. They have a social responsibility to be transparent to us citizens of Pinoy bloggie wonderland.

Recognize? Or Harvest?

Kaya tuloy, it makes me wonder baka me mga ibang bloggers out there na humarbat den nang mga corporate sponsors at forget at isantabi lang ang social responsibility. Alam mo yon? Sometimes, you have no more idea kung ano ba talaga ever ang reason for da behind and da becoz? Recognize sum’tin? Or harvest sum’tin?

Audited FS by a CPA is required by BIR to be attached in the filing of annual ITR if the gross quarterly sales, earnings, receipts and outputs exceed P150K.

Are you sure of this information? Was there already a change of the reporting requirements of the stock and non-stock corporations since February 2008?

I just want to be sure.

Audited financial statements are not only based on Gross Recepits or sales or output because definitely, NPO would not have such statistics.

As of 2008, financial statements audited by external auditor register with the Board of Accountancy are required for the ff:\

1. stock corporations with paid-up capital of PhP50,000.00 or more;
t
a.2. non-stock corporations with annual gross receipts of PhP100:000.00 or
more, or total assets of PhP500.000 or more;
a.3. branch office with assigned capital of PhP50,000 or more:
a.4. branch office of non-stock foreign corporation with total assets of
PhP500,000 or more; ‘
a.5. representative office with total assets of PhP500,000 or moré

At the minimum, the following statements shall be certified under’oath by the
treasurer of the corporation: *
t
b.l. stock corporations with paid-up capital of less than PhP50,000.00;
b.2. non-stock corporations with ^ annual gross receipts of less than
PhP100,000.00 or total assets of less than PhP500,000.00; ¡
I
b.3. stock branch office with assigned capital of less than PhP50,000.00;
i
b.4. non-stock branch office with total assets of less than PhP500,000.00;
f
b.5. representative office with total assets of less than PhP500.000.00.

So of reynz ‘ question is, are they required to file these reports, I say yes to maintain their good standing.

reynz,
it is certain that npos are required to submit these requirements
to the SEC 105 days after the fiscal period.

the fs may not be audited because of the amount involved
but the filing requirements is still there,.

why do they have to file?

if you are solicited with donations, don’t you like to see
if it is a fly-by-night operations or can ou claim your donations
as tax deductible.

donations that go to certain organizations not necessarily
NGOs can deduct their donations from gross income.

so, parehas sya nung state requirements dito? although mas matindi of course dahil yung sinabi ko sa taas, unless na di ka na-award exemption, yari ka pa rin.

my point in this – kaya dapat lang na post nila ang mga information na to is that, nag-e-evolve ang Pinoy Blogosphere and it’s going to be one very important medium and we do not want to alienate corporate sponsors and advertisers dahil nga sa mga instances na to.

The Ca t April 27, 2009 at 6:03 am

the non-profit, non-stock corporations are required to file the ff. reports:

1. balance sheet if they have assets but of course they will have cash or items taht were donated and were not expensed, these are considered assets.

2. profit and loss for stock corporations are substituted by statement of activities of the non-stock and non-proft corps.

3. statement of cash flows.

4. statement of changes in equity. since there is no stock and no income retained, the equity here is the difference between the received donations less the disbursements of the npos.

the accountability is to show where all the donations went,

these reports are for public consumption even in the Philippine business environment.

@lani,

And if you were asking tax on non profit org, exempted sila from taxes as long ang receipts nila ay galing sa contribution, donations and grants.

Reynz,

there are only more than 72,000 non-profit organizations registered with the sEC as of 2008. more than 60,000 of these are NGOs and the rest are the POs which include professional organizations and other community associations.

lately with the pressure because of the anti-money laundering efforts by other governments, the reporting requirements for these types of organizations are given mor e attention.

it is mostly the non-profits whic become conduit for funding of terroristic acts.

this seems to be too much for a small organization to be classified under that category but the bottom-line if this is PRESTIGe.

PREStige-
I talked to one of the awardees who included his award in his curriculum vitae. The forein company which is not familiar about the awards, google the name.

They were disappointed.

In the academe, most of papers we submit for performance evaluation as well as for rank promotion.

it is when i discovered that there are “awarding bodies ” which mkae business out of it..

They chose the person to be awarded and either they were aked to pay for the
article that is written for them or are required to sell as many tickets as possible for a sitdown dinner.

the ticket would cost say 100.., the plate is per 40, there is already a profit of 60.

many “buy” this award to embelish their curriculum vitae and this is the kind of awarding bodies that make awards, sampu hindi sampera pero libo ang halaga.

To hold your award with pride, the awarding body should be impeccable.

In the academe, most of papers we submit for performance evaluation as well as for rank promotion are scrutinized as to their authenticity. they check the degrees claimed to have been finished abroad if they are not the “Recto type universities” where you can buy doctorates; they check the awarding bodies and also the seminars attended or have been invited as speaker.

the keyword is authenticity..

As an outsider, I’m stuck into these ideas:

Either the organizers have no SKILLS of doing FR…

Or… have the best WILL in doing kickbacks and rip offs…

Or, SKILLS to rip off or no WILL in doing FR….

Good ideas really goes bad if it’s added some bad will.

Volunteered hours are also considered donations. Here they quantify the number of hours to dollar values which they can use to claim as tax deductible.

The new graduates who have no work experience yet are given certifications for volunteered hours which they can claim as work experience in their curriculum vitae.

As to disbursing of donations:

Here in the States, the administrative expenses of operating a non-profit should only take the 20 per cent of the total receipts. That means if the NPO receives 1.00, only 20 cents of that should be spent for the operation and the rest are for the intended projects.

In the Philippines, the per centage is higher. It’s 30 per cent. correct me if i am wrong. I am not talking about the NGO which also receives funding from abroad and the government.
