The National Telecommunications Commission proposed this one: Require License for online content developers. A public hearing announcement was even announced. According to LJ Diaz entry, that hearing was abruptly cancelled.

I dont know if NTC understand the free-ness of the Internet. The Internet is made for the people not for governments to control.
