as I read the letter i think there was an intent to settle the matter amicably BUT in terms of her condition.

You see when a person does something wrong against the other, the culpable should not be the one to set the terms. Technically speaking it should be the aggrieved party.

In your case madame reynz, there was no real intention of apology coming from the letter, just amicable settlement and I think that’s not sincerity at all. Amicable settlement is reached just to bridge between two opposing sides which is not necessarily at peace. Apology is given as an act of humility. These two are very different things.

Kung ikaw ang nagkasala sa akin tapos ako pa hihingan mo ng listahan ng mga problema natin, aba e teka muna, mukhang ang kapal naman ng mukha mo. Ikaw na ang may utang, ikaw pa ang masusunod kung ano ang ibabayad at kelan ka magbabayad?

I maybe a promdi but that letter could never ever have fooled me. Only idiots would fall for such manipulative schemes!

when she apologize it should be unconditional and not based on her conditions. Hindi lang sya ang marunong mag english at nakakaintindi ng “Logic”.

Someone should tell her that in marriage proposal, there is no consummation of marriage yet.

In the legal world, the letter is just offering a mediation.
In mediation, the intent is to find a way to settle a conflict. At this time, both parties have not reached a resolution, so any apology promised is pure conditional.
And any claim of apology is a product of inability to understand what is the significance of differentiating the tenses of the verb.

In the business world, a contract is deemed closed when the signing is done. Anything before that are just negotiations.

To put it in a simpler anal-ysis:

Parang mother na binantaan ang anak na naliligo sa ilog,
pag nalunod ka diyan, tatamaan ka sa akin.
