Hehehe singit din ako. Inaamin ko di ako mahilig makialam sa politics pero alam kong kailangan dahil bilang Pinoy karapatan nating lahat yun lalo na kpag dumarating ang mga ganitong usapan. Kung paalisin ba natin ang si GMA giginhawa na ba ang buhay sa Pilipinas? Siempre mas pabor ako sa adhikain na mapaalis kaysa naman maubos ang kaban ng bayan natin. Kahit pa sabihing walang anomalya, ang tanong, pag may umaalingasaw ba ibig sabihin may bahong dapat ilabas? Sa tingin ko malaki ang kinalaman ng Pangulo lalo na si FG sa mga anomalyang ito. We all agree that corruption plays a major part if you are in politics. I think kasama na yata yan sa kanilang “To do list” at plataporma de gobyerno.

Ang hindi ko lang maintindihan is that bakit sinisisi natin and mga nakaupo sa pwesto, when we literally voted for them. Dahil nag pasuhul ang mga voters.

Hindi ako naglalahat, dahil there are still few who really analyse who would be great in the position. Ang kaso lang mas marami and nagpapasuhol kesa sa mga taong nagiisip.

So, hindi natin puedeng masisisi ang mga corrupt official of all the faults dahil and ibang tao mismo iniisip muna and pera bago bomoto.

Droidz, What I said was my personal opinion and only mine. Gusto ko rin ng pagbabago pero hindi sa paraan na gusto ng mga opposition. Ganyan na lang ba ang gagawin natin, kapag hindi natin gusto ang namumuno, pupunta tayo sa EDSA at patatalsikin natin sila? We know it?s not effective and by doing that, we?re not solving the root cause of the problem.

Sabi ni JDV kailangan ng Moral Revolution sa government. Totoo yon. Pero kung sino makakagawa nun, basta ang alam ko hindi ang mga kritiko ni GMA na puro dakdak at pagpapabagsak ng government ang ginagawa at mas lalong hindi si JDV. Quoting Carlos Celdran ?But will this Jun Lozada scandal be the catalyst for the great changes that need to be made? Ha! Great changes will be done in this society through small ways and on a person to person basis. Paradigm shifts don’t happen through Senate hearings. Trust me, this “moral revolution” WILL NOT be televised.?

Malinaw ang issue dito, naiintindihan ko iyon. Oo, kailangan natin i-address ang corruption hindi lang sa ZTE project pero sa buong Pilipinas. Nagkataon hindi nagkasundo sa hatian ang mga involved dito kaya nabunyag. This is just a plain case of somebody did not get his share. Bakit ba lumantad si Joey? Eh di ba dahil sa partihan? Pero hindi lang ZTE deal or mga projects ni Gloria ang ganito. Wake up, man!

There?s a deeper problem than the corruption itself from government projects. If you watched Lozada?s interview he said that the government procurement system is not effective. Why? Kasi supplier driven. Bukod dun, the whole processes itself is crap. Then, Sen. Biazon asked Lozada something like this: What?s the problem with the government procurement system? Duh? Gusto ko siya sakalin. Is he pretending to be stupid or what? Sa halip na puro media hype ang ginagawa nila mas bibilib ako sa kanila kung gagawa sila ng batas para maging mas effective ang procurement system.

In case hindi nyo alam ganito ang nangyayari sa projects natin. Minsan yong mga lenders, lalapit sa government magpo-propose ng project. Sa tingin namin kailangan ng ganitong project ng Pilipinas - papautangin namin kayo. Pag nagkasundo - kukuha ng consultant (minsan ang process na ito ay funded na ng lender kasi may agreement na eh to do t he project) to develop the scope of work and do the cost-estimate. Tapos mag-a-allocate ng loan ang lender up to the estimated cost of the project. Minsan naman, may mga government initiated projects din, gagawa tayo ng proposal pag okay papautangin tayo ng lender. Think about this step. Isipin nyo anong meron sa part na ito na medyo may conflict of interest.

Tapos ganito, depende sa lender pero minsan ang binibigay sa atin TIED loan. Ano ang TIED loan? Ibig sabihin, papautangin tayo ng lender pero ang contractor o vendor kailangan kalahi nila. So kung napansin nyo, China ang lender tapos ang ZTE ay Chinese company din ? possibly tied loan ito.

Here comes the bidding. I will not elaborate further pero imagine mo na lang kung iisang lahi lang ng vendor or contractor saka lender. Now, here?s the trick, the procurement system, allows the bidder to bid up to 30% more than the estimated budget (2003 ganito pa ang system pero hindi na ako sure sa ngayon kasi wala na ako sa government). I don’t know why pero yon ang sistema. Hindi ko na rin e-e-laborate kayo na mag-imagine kung ano ang nangyayari sa part ito.

I know that sometime in 2003, there?s a congressman pushing to remove the 30% cushion in the bidding but he wasn?t getting much support from fellow congressmen during that time. I don?t know what happened from there.

Sige, tanggalin si Gloria, sa tingin mo yong uupo, hindi mangungurakot? Ikaw na nga ang nagsabi ?Power corrupts, even the most sincere.? Ousting GMA will not solve our problems. Kailangan ng better solution like improving the procurement system para matanggal na yong mga loopholes. Kaya yong mga senador at congressman na dakdak ng dakdak, sa halip na dumakdak at mag-conduct ng hearing, dapat ang action nila is to pass a law to improve the government procurement.

Kung news lang ang source mo ng information, you are missing a lot of things. Ang balita nagpasalin-salin na bago pa man nakarating sa news anchor. Saka nase-sentationalized na. Hindi naman lumalabas dyan ang lahat ng katotohanan. I don?t believe 75% of what?s written in the paper. Ang mga nasa newspaper, mga press releases na lang yon.

Again this is my personal opinion and only mine. I’m not pro Gloria pero kung puro dakdak lang, wala naman ginagawa, mas lalong ayaw ko sa kanila. Ngayon Droidz, kung ikaw gusto mo sumoporta sa pagpapatalsik kay GMA, ikaw yon. Hindi lahat pare-pareho mag-isip at ng iniisip Hindi rin lahat pare-pareho ng pamamaraan sa pagkakaroon ng pagbabago.

we did not vote for GMA. It was FPJ who really won the elections. That’s the reason why the Hello Garci scandal came to be. Therefore the argument you said above is by nature immaterial and irrelevant. the cabinet members the we are clamoring to resign are not also voted by the people. they were appointed. Up to this time I think there is no single mandated politico that is asked to resign. Therefore HIndi pupwede yung sinasabi mo na nagrereklamo ang pilipino sa kanilang binoboto.

I really respect your opinion. but i think we should first know the details and the fact of every issue. kasi this is really not the time to be on the sidelines and slam others indirectly or generally, not that im concluding that you are pertaining to someone here.

alam mo, ngayon ko lang naisip with the email exchanges natin tungkol sa procurement system - WHO AUDITS THIS? di ba dapat COA? what’s the role of COA? bat’ walang checks and control? o baka naman talagang CONTROLADO nang mga trapo ang procurement system?

also, medyo na confuse ako sa 30% cushion! ba’t me ganun? Wala kaming cushion cushion sa contracts. pag ang RFP is say $2m - $2m sya, no cushion no nothing. Pag nag-over sa contract price, kelangan merong Contract Modification signed by both parties. so meaning, tumitipak sila dyan sa cushion na yan at yan na yong ibabalik nang winning bidder sa mga politiko. am i reading this right?

I appreciate your opinion. I do agree on what you say:

Yes we really should, However, what is the truth? how do we know which side is the right one? I am not taking sides or anything like that. My only point is that “We Cannot put all the blames on all of the corrupt politician that got elected because this whole thing started the moment someone voted for them.” I am not saying that nasusuhulan lahat ng tao sa pinas. I never said that, but we have to understand every single vote counts.

Regarding GMA and FPJ issue, I try not to say anything about the past election. I am not in favor of both for issues I could not even explain here because it will be too long. Me dayaan man o wala, but in the end someone was named the President of the Philippines. Whether the pinoy like it or not she was named. Now, to what you said that “HIndi pupwede yung sinasabi mo na nagrereklamo ang pilipino sa kanilang binoboto.” I never said that nor imply that notion.” All I said is that we cannot blame a corrupt politician for being like what they are because “SOME” not all choose money over the right decision. Oh yeah, I also did not say that people should not voiced out their concern, cause in my books more power to people who voice what they are fighting for.

I respect your comment, but I just have one concern you quoted me ?Ang hindi ko lang maintindihan is that bakit sinisisi natin and mga nakaupo sa pwesto, when we literally voted for them.? I believe there is a second sentence that was attached to this sentence.

And Yes Glitch, you are correct poverty is the reason why “SOME” pinoys sell their vote. And yes high poverty is becuase of corrupt politician. And the cycle begin.

And Reynz, I will not be mad at you for disagreeing with me because you are right. But please tell me how many people did really listen to the politician debate? nor understand what the platform of goverment of every politician? And how many people choose a candidate because he/she was an “Artista”?

nina, i couldn’t agree with you more. i think more than anything, this is what a lot of other filipinos are feeling. they’re being torn between the opposition and the administration, and yet the real problem isn’t really in the division but in the process of every system. i hate to say this also, but sometimes i want to ignore the incessant cries of “patalsikin si gloria” only because i am not hearing anythign new. i want somethign new. we need something new. like that moral reformation that carlos celdran was talking about.

thing is, who will bring that about? i doubt din it would be from either parties. UNLESS someone swallows his pride and concedes for the sake of what’s left of the coutnry’s nationalism. grabe, sobrang apathetic na nga ng marami sa atin, yung ibang nakikinig naman, wala ng pinapaniwalaan.

so this isnt just about raising placards and shouting “gloria resign”. i think we bloggers, for example, know better than that. we must call for changes in our deeply entrenched practices and transparency as well. there are organizations out there that are doing just that. bakit di nalang natin ibuhos ang efforts natin to support them? i think with loud enough a voice, it will make a difference.

Reynz, I will research about this procurement system. I’ve never experienced being involved in government bidding but I remember this 30% because our office before do oversignt of ODA projects. The policies allow that. COA is for check and balance only. As long as kumpleto ang documents at supporting papers hindi ka mahahanapan ng butas ng COA.

Pero with or without the 30% flawed pa rin.

Exactly, Ris. I think we can make our voices heard by supporting organization lobbying for changes. Ang sistema ang may problema kaya dapat ang sistema din ang ayusin.

Palitiks!!! kaya ako di nanonood ng local news kasi hina-highblood ako pag nakikita ko mukha ng mga magnanakaw na yan. Every payday, ang hirap tingnan ang payslip kasi ang laki laki ng contribution ko sa kanila. Pwersahan ang contribution na yan na buwan buwan nila kinukuha. Hirap kumita ng pera para lang may pang-frendstur sila?!!? Grrrrrrrrrrrrrr!!!

I have one more theory on all of these - especially the poor voting all the artista because their only hope now is simply fantasy kaya they vote mostly on artista because that’s the closest they get to having a government that will help them better their lives.

Now here’s my theory: “Politicians would rather leave poverty as it is because they need them.” Sounds familiar? Isn’t it that the street theory about the drug problem in America is not to solve it so that politicians have some campaign drama? I might be wrong. But then again, who’s solving poverty in the Philippines?
