Kamahalan, I was not testing you naman.... i was just asking for your opinion. At saka hindi destablization ang ginagawa mo.... we'll leave that to the politicians who are vying for power. Thank you uli po for taking the time to respond to my queries. :-)

Mia,

They have to protect the OTHER RECRUITMENT AGENCIES dahil malaki ang tipak nila dun di ba?

You have to have enough money - at completos recados with full office facilities. The more they make it hard for people to open new competition eh di protektado yong mga big firms.

NAKKUUU!~!! Destabilizer na talaga ako nitoooo!!!! Sooorri hOOOOO!!

Mia,

Hirap nitong challenge mo! Ok, here's my take on this one. *pinagpapawisan*

On it's face, maganda ang layunin nang DOLE. Eto ang sabi:

"Registration with the POEA gives overseas workers such benefits as insurance and health care, education and training, family welfare services as well as protection and assistance in their place of work."

O di ba?

Now, let's take your case, kasi ang sister ko at yung isang nephew ko are both nurses. Let's say direct hire sila going to the United States.

1 - Why would they need insurance and health care from POEA when their employers are already providing them with those benefits. I bet you, if we compare benefits (although they vary from country to country, employer to employer) mas maganda pa siguro ang benefits nang employer mo. So this is one basis of consideration.

2 - Why would you need education and training from POEA when you are already in the United States and chances are, your employer probably has some education assistance (like my GWU paid for by my employer) for you. I am not clear as to what this is.

3. - Family Welfare Services. This one looks good. But, there is no such thing as free lunch, so you think they are going to give this for free unless you shell out something in the form of fees, dues, premiums or whatever chuvalais and more chuvalais?

4. - Protection and assistance in their place of work - This one is also good. Take the case of the nurses in New York who were duped by their agency. If you happen to be in that situation, you definitely need some assistance.

My conclusion: I think they need to do some more re-thinking about this. It does sounds good, but many not really be applicable accross the board.

The question becomes: Who would need what POEA/DOLE is offering? (Insurance, protection, family services, etc) They need to single out these workers. Could they be:

a.) Domestic helpers who are prone to abuse?
b.) Seaman who are also prone to international dangers like that one in Nigeria?
c.) What about OFW's in some dangerous countries?
d.) Do they have to make it mandatory sa mga matitigas ang ulo who would go on a tourist visa, ran into trouble, then accuse the government that it was POEA's fault and now they have to bail these matitigas ang ulo?

The real issue for POEA and DOLE is - exactly what do they want? To protect OFW? or to make sure the real numbers of OFW are counted (for governments purpose) or is it for more money?

POEA's responsibility is essentially to promote (recruitment agency) and monitor (check check lang) overseas employment of filipinos. http://www.poea.gov.ph/html/aboutus.html. Madami pang nakalista.

DOLE responsibility naman is to promote gainful employment (another recruiter)! http://www.dole.gov.ph/

So, in other words - kahit anong isulat pa nilang drama to promote the welfare of pinoy workers, the foremost objective nila is to find WORK for pinoys abroad.

Given that, would it be fair to assume that their main purpose with this whole registration is really nothing more than accounting of the heads? Yong mga drama chuva about education, training tralala is more of a catch-on?

Naku ha? Baka ma-persona non grata ako nitong dalwang agency na to Mia ha?! Mga kru-kru ko lang po to!

Mababansagan ako nitong destablizer!!!!

Your Royal Highness, in your honest opinion, is the DOLE's motive really this honorable and pure??? If you say so, your loyal servant will bow down to your superior judgment, pero Kamahalan, alam ko namang hindi ka madaling uto-in eh! Sige nga po, sige nga, give me your honest opinion.....
