DAYS before the 14th Congress opened, Budget Secretary Rolando Andaya Jr. had humored the neophyte members of the House of Representatives about the enviable perks enjoyed by lawmakers. The former representative of Camarines Sur who once chaired the powerful House appropriations committee was invited to orient the first-term legislators on the budgeting process. During his talk, he remarked how wonderful it is to be a congressman: “You have flexible time. Pwede kang pumasok, pwedeng hindi (You may or may not go to work) yet still get your salary.” Maloloka kayo sa posting nato ni Alecks Pabico!! And to think that yong Health Secretary’s resolution sa paglalayasan nang mga doktor eh pigilan silang lumabas at eto palang mga Congressman at Senators, pantasya lang pala yong Php35,000 salary per year! Ang totoo nito, travel at kung ano anong kademonyohang allowances eh umaabot nang milyon! Kaya pala halos tigbakan ever sila sa election! Hmmm!

Another hug to Byron Garcia, sya yong brains nong Dancing Inmates that I posted earlier. Garcia said the dance was part of the prisoners’ daily exercise under the jail’s rehabilitation program. The daily exercise starts as early as 6:30 a.m. and lasts until 8 a.m. It is repeated in the afternoon, from 4 to 5. You can see the video here. I thought it was pretty clever and it completely reinvented the whole idea of prison exercise and he was very successful dahil everyone eh sumasalin na. Kapatid sya ni Gwen Garcia and let me see, kaanu-anu kaya nila si Marvin Garcia who’s my very good friend? Let me guess Byron, cousin mo si Marvin ano? Hmmm… I have not heard anything from Marvin for years. I hope everything is ok with everyone in Talisay and Dumanhug.

The rule as drafted requires employers to fire people who can’t be verified as a legal worker and can’t resolve within 60 days why the name or Social Security number on their W-2 doesn’t match the government’s database. The latest period with official data available for these three components happens to be 2003.
The Task Force considered as “Low Hunger” any Index values of .256 or less. “Moderate Hunger” would be between .257 and .291, “Serious Hunger” would be between .292 and .326, and “Alarming Hunger” would be .327 and up. (The boundaries were based on a complex technique which is immaterial here.) Using equal weights, the Index for 2003 turned out to be .272, meaning “Moderate”; but using alternative weights recommended by the Task Force, it became .235, meaning “Low.”
