An elusive female accused of murder was arrested, together with two companions, by National Bureau of Investigation (NBI) operatives in coordination with the Naval Intelligence Service last week in Parañaque City.

NBI Director Magtanggol B. Gatdula identified the suspect as:

ANITA CHUA BUCE, 65, businesswoman, and resident of Pandacan, Manila.

Also arrested were Jovito Isidro and John dela Cruz

The victim was Gil Manlapaz, Sr., grocery store owner.

Investigation report of the Anti-Organized Crime Division (AOCD) headed by Head Agent Rogelio M. Mamauag, disclosed that the case originated from a previous probe by the then NBI – Special Task Force in 2006.

It was bared that Manlapaz, was gunned down while tending his grocery store along Pedro Gil St., Manila in the afternoon of June 29, 2006. After thorough investigation, the Bureau was able to identify and recommended the prosecution of the hired killers including the mastermind, Buce.

In the course of the court battle, one George Duazo, who was allegedly hired by Buce to look for a gunman, surfaced. In his sworn statement, he deposed that Buce was the mastermind in the killing. After five (5) years of legal battle, the RTC of Manila, Branch 173 finally charged Anita Buce for the Murder of Manlapaz and issued the corresponding Warrant of Arrest on March 8, 2011.

Despite the development, however, Buce proved to be elusive, prompting authorities to put up a reward of P250,000 for her arrest. In the meantime, the victim’s family sought NBI assistance for her arrest. After four months of intensive sleuthing, Buce was finally sighted in the vicinity of Teleperformance Call Center and Shopwise, Sucat Road, Parañaque. In the evening of June 22, 2011, in coordination with the Naval Intelligence Service, the NBI – AOCD team collared and arrested Buce.

Also arrested were Isidro and Dela Cruz who were with the suspect at the time she was nabbed. They were brought before the Department of Justice for Obstruction of Justice under PD 1829.

Buce was also charged with Murder of Carmen de Guzman, the wife of her then boyfriend, in 1984. Also based on an intelligence report, she was the alleged financier of the Kuratong Baleleng and Alvin Flores Gang.

WOMAN TRADER DENIES SHE’S FINANCIER OF KURATONG AND ALVIN FLORES GANGS

A businesswoman, who was earlier arrested by agents of the National Bureau of lnvestigation (NBI), vehemently denied she was the “financier” of the the long- defunct robbery-holdup groups Kuratong Baleleng and Alvin Flores Gangs. In a Statement, Anita Buce, through the Chavez Miranda Aseoche Law Office which was handling the case, said that the allegations made by the NBI through press statements issued to several daily newspapers. are serious and unsubstantiated. “Buce denies any involvement, much less any link, to these two long-defunct criminal groups. Other than its naked and bold assertion, the NBI has made no unfounded claims,”the statement said. In the news articles, the newspaper said “NBI Director Magtanggol Gatdula identified the suspect who was been in hiding for five years as Anita Buce, 65, a businesswoman and resident of Pandacan , Manila.” But Buce said there was no truth that she went into hiding and that such claim is reckless and baseless. She explained that she was never in hiding, and for the last five years, she personally tended to her businesses. In fact , when the arrest warrant issued by the Manila Regional Trial Court (RTC) Branch 173 in Criminal Case No. 10-276156, was served upon her by the NBI, Buce did not resist and went voluntarily with the NBI agents. She also revealed that prior to the arrest, she and her daughter have been receiving several death threats from unkmown sources and which threats became the subject of a blotter report duly filed before a police station in Ermita , Manila. Buce also denied any knowledge of the purported P250,000 reward intended for her arrest in connection with the case. Buce maintains the criminal case is a lame attempt to revive an earlier dismissed case againest her. In 2007, the Manila RTC Branch 03, had previously cleared her of criminal culpability in the alleged killing of one Gil Manlapaz Sr. Even the Court of Appeals (CA), she said, has refused to give credence to the testimonies of earlier witnesses who gave sworn statements against Buce, thus resulting in her eventual discharge as an accused in the 2007 criminal case. Again in 2010, the Manila RTC Branch 45, found no probable cause to hold Buce criminally liable over the Manlapaz killing. Significantly in 2010, the prosecution even refused to proceed with the arraignment of Buce despite her presence in court.
