Are you in favor of the DLSU study that OFW remittances be taxed?

If you're new here, you may want to subscribe to my RSS feed. Thanks for visiting!

SO, TELL ME! ARE YOU IN FAVOR OF THE DLSU STUDY THAT OFW REMITTANCES BE TAXED?

Yeap! You read it right! There’s a study out there - somewhere in the halls of the De La Salle University that OFW remittances will be taxed.

That’s right! tha’s an interesting piece of news imbedded in this article that I want you my dear fellow brothers and sisters toiling for that hard earned dollars to be aware of. De La Salle University apparently had a study and said:

Business and economics experts from De La Salle University proposed in a study the taxation of remittances from OFWs and the use of proceeds to shore up the productivity of workers left behind.

Anybody out there who can send me a copy or send me a link to whatever this study is? Hello!!! We are going to be taxed?? Am I reading this right?

“The possibility of increasing and internalizing the cost of international migration may be considered to reduce the economic ills it has generated … Such a move can arrest the possible hollowing effects on industries and mitigate the loss in international competition,” according to the research, titled “The Economic Impacts of International Migration: A Case Study on the Philippines,” written by Tereso Tullao, Michael Angelo Cortez and Edward See.

The study suggested that the same remittance income pouring into the country had nurtured dependence, contributed indirectly in the contraction of industries and developed a culture of migration among Filipinos.

Now, tell me - why would they tax our remittances? Our remittances to the Philippines has been the most important thing that ever happened to our country and I’ll name two major reasons:

  1. Every year, OFW remittances to the Philippines has not only been consistent but it has been rising. It’s now running right around $15 billion dollars and it’s what’s driving the local economy! Now, do we get that much in foreign investments? NO! Why? GUESS! Not that too many foreigners are interested in investing in us because we have the lousiest infrastructure in the whole world, we have an unreliable internet connections, we are the number corrupt country in Asia and extra-judicial killings is unabated. Shouldn’t these powers-that-be be happy that our remittances is in there in place of foreign investments that we’re not getting and the ones that we get are nowhere compared to the foreign investments that goes to Vietnam and our neighbors?

  2. Our OFW remittances acted as Darna when the Asian Financial Crisis happened in the late 90’s and if not for our remittances, where will we be?

NOW TELL ME, ARE YOU IN FAVOR OF THE GOVERNMENT TAXING OFW REMITTANCES AS SUGGESTED BY DLSU?

Let’s speak up! We can’t allow them to do this us!

STRONG PESO EFFECT ON EXPORTS

You must have noticed that I have always followed the ups and downs of our Philippine currency. You should read this recent article on the Inquirer regarding the impact of a strong peso as far as Philippine exports are concerned.

You see, when you have a strong Peso, just as what’s written in this news:

A strong domestic currency has an adverse impact on dollar earners, like exporters, because they will get less pesos in exchange for their earnings. It also makes prices of their products less competitive, especially against manufacturing powerhouses in the region like China.

Interestingly, I have a friend who made it big as an abaca handicraft exporter. They have a US presense in South Carolina. They have big time customers in the US, like Pier Imports, JC Penney, Michael’s and Walmart.

Now, they took a beating when China emerged as the lowest cost producing and exporting nation, especially when China ascended to the WTO. Interestingly enough, my next door neighbor at East Ortigas whose business is stonewashing jeans was also affected by low-cost China. Last I heard was that his business was in a very bad position.

Now, comes a strong peso. Whereas, I don’t discount the fact that there are other sectors benefitting the rise of the peso, it’s the exports that we need to take a look at becasue there are a lot of Filipinos dependent on these export-oriented industries who are directly being punished by the strong peso.

Why is that?

It’s like this.

Let’s say I am Michael’s Philadelphia buying abaca products from Loida Abaca in Manila. Let’s say that we’ve been in business for many years when the currency exchange rate was 60 to $1.  Fast forward today - 2007, currency exchange rate is now 45 to $1.  See the difference? Let’s say that 1 abaca basket that I buy from Loida before would cost me Php30. Easy huh? Which means, my $1 can buy 2 baskets. Fast forward today, my $1 can only buy 1 basket and am left with Php15 which is not enough for another basket. Getching? It’s really that easy - in a big picture.

Inang, nag-CIA ako sa internet at walang masyadong makita about that study, only mentions of it and reactions to it. So I researched through the old-fashioned way: went to the library and scanned the inaalikabok na mga dyaryo and viola, I found an article discussing the study in length. The said article was also written by the same author indicated in the source of this post.

    @The Cat,

Ay naku, Cat. You know and I know how *f~~d*bleep up our people up there. Of course, we don’t have the good people nor right people in the government. Result? No one can’t seem to set up priorities. Obviously, they intend to tax OFW remittances for more money. It’s interesting because if you look at the Inquirer News, the story about OFW remittances be taxed is bundled together with news about some local official shot to death and about PhilHealth scam. You see what I mean?

Priorities are not on eradicating corruption, working on getting rid of poverty, making it easier and safer for foreigners to invest in the country, and investing in infrastructure instead of staring at OFW remittances and then AHA! There! Tax those!

What kind of leadership do we have? Or lack of it? Even the comments of the NEDA Chief is nakakairitang pakinggan! Seems nag-i-ismol nang mga OFW samantalang it’s our money that helped the Philippine economy be afloat during crisis!

There’s plenty of rhetoric in our country! War on poverty! War on crime! War here! War there! Sa totoo lang there’s too many wars going on in Manila! The last news I just read was that there were already gang wars right in Makati, after the number 2 cop was shot dead. Now, with these kinds of news, are we able to invite more needed foreign investments? Of course not.

So, because we can’t and will never be able to win the neede foreign investments - who’s looking at our wallets now?! What are we going to do next time we send money to the Philippines? Isukbit sa gilid nang baks? Ipaipit sa ilalim nang sapatos? Ipitin sa hita? How?

I send money through PNB New York. Average charge? Ugh!

this is absurd… taxes again? its not tax “per se”, its corruption!

What do you think is more beneficial?

    Good Morning H/H Reyna Elena.

    gumagalang at nagagalit

i suspend my judgment on the La Salle study. it may have its merits which we can’t fathom only in quotes.

as for the piso being strong, i think it’s only a temporary high because of the election season. large amounts of money have been spent on campaigns and such, which means that the peso is circulating too fast and too much. hence, the result: P45 to a dollar. the Central Bank has been trying to control the surge of pesos in the money market. eventually, these measures would take effect along with the decreasing expenditure of politicians now that the elections are over. ^_^

  23. Fibzki (2 comments.) Says:

I disagree in every point presented in the study. The culture of migration and the “brain drain” they are detesting are so passe. There is an alternative solution to this –> TRAINING duh! We level up our education like what our tech based schools are doing now. They teach practical and hands-on experience on top of theoretical knowledge. Then generations and generations of talented pinoy experts will pour in like crazy. Since the world has opened its doors of opportunity, global na tyo dapat mag-isip. Filipino talents are no longer for the Philippines alone but for the world to enjoy and vice versa. As to the dependence/reduced self-reliance among individual members of the households, I think that this is a family unit issue — not societal. Synonymously if my spouse is earning a million bucks a month working in the Philippines, surely my decision to work or not is based on MY essence of existence and on my spouse’s prerogative. Thus it is regardless whether we work here or overseas that we become dependent - or independent for that matter. Lastly, an advocacy of the “government taxing remittances from overseas Filipino workers (OFWs) and use the proceeds to shore up the productivity of workers left behind” is impractical and short ranged. Impractical because finding another band-aid to a wound with a bullet still inside aint gonna work sister! Short ranged because there are other means - look in the mirror for pete’s sake!

Just can’t get silent on this. For most this is not a matter of choice but a matter of survival. Tax the people who left with heavy heart and a real prospect that their family’s will not be the same again? Tax them who for months on end may not see the money they have toiled for because this is late in coming or has gone to the usurer first who lend them the placement fee? Tax them who were in real danger of getting killed in Iraq, Afghanistan and somewhere God knows where just to earn a decent living? TAX THEM WHO WERE SELLING THEIR SOUL AND GETTING RAPED SO THAT THEIR NEXT OF KIN MAY LIVE? TAX THE BLOOD MONEY that’s what they are saying. It may be legal, but is it moral? The professionals abroad in airconditioned offices are fewer than those who fried in the desert sun, they get hit, we get hit later on too.

being also a former university prof, I have nothing against DLSU kahit pa maka- ADMU ako at UST sa UAAP, pero If i were the professor of these group who made the study, I guess I’ll give them a 95% for their scholasticity, and a 60 flat mark on practicality and common sense.

Not all thesis are feasible. They may seem to pass the panel of scholars during the defense, but it doesn’t mean that it will be applicable in all situation.

I’m not an OFW but God knows my heart goes to them. Napakadami ko kabatch at kaibigan nanandyan ngayon sa middle east and when we chat, natatameme ako sa dami ng hirapna dinadanas nila.

its like adding insult to injury. narape ka na nga, nabugbog ka na nga, ikinulong na, pinagbintangan, minaltrato, kulang ang sweldo, tapos kakaltasan pa? very inhuman… though its not yet a bill, just a studt, but the folly falls to the authors of this study.

Gaya ng sabi ng karamihan enriching yourself at the expense of another ay masama di ba!

akala ko ba bawal ang double taxation? sana, if there’s anything tangible that we’ll see if they implement this, like better and modernized government services, health care, education, etc. but i highly doubt this. sorry, i don’t trust the government (who does, anyway).
you know, if they’ll implement this thing, ofws are a creative bunch. so rather than going through remittance centers, they’d probably resort to the “padala” method. where they’ll ask their kababayans going to the philippines to bring their money. in that case, the gov’t will actually be losing out on the remittance fees, etc.

I believe that the OFW has already done their part and let’s stop at that, no more tax. They shore up the economy and keep it on even keel during the crisis years. And just when the economy is picking up they will tax them as a way of saying thank you… Thank you, but no thanks! We’ve done more than enough. We have contributed a lot more than these morons ever think… Say from 56 pesos down to 46 pesos per dollar, they have gotten a bonus of 10 pesos per OFW dollar to pay the damned government’s dollar debt. From the remittances of US$15B they got almost 20% or 3B to pay for foreign loan or effectively reducing dollar loans by that much in forex. See, we are already milked even by just sending money… oh, lest we forget, there is also the difference of about 25 to 50 cents in actual exchange than what the market says. And who are the bankers responsible on these? Right, those from DLSU’s. Damn good in dipping their hands in somebody else’s pockets. We fuel the economy real good, no raw material import expenses, just clean dollar inflows. When you reckon it on net dollar inflows we will beat the businesses by a mile. For that we should be taxed?

If taxation of OFW remittances is a recommendation to penalize the ofws for indirectly contributing to the “contraction of industries”, ibabato ko ang copy sa bintana.

What method was used in the conduct of the study?
If it is a survey-questionnaire, who were their respondents?
    What’s the sample size?
How did they come up with the population and the respondents?

Not all those who migrated graduated from the state universities. As far as I know these state universities require their graduates to stay or to serve the country for a certain period of time for payback. Correct me if I am wrong.

The recommendation therefore is not to allow fresh graduates of the state universities to leave for work.
Why penalize the OFWs who didn’t even finish college or didn’t even have the chance to go to these state universities for the “sins” of the government scholars?

Study Urges Taxes on OFW Income
    by Doris C. Dumlao

The government must tax remittances from overseas Filipino workers and use the proceeds to shore up the productivity of workers left behind, a study by De La Salle University’s business and economics experts proposed.

The research titled “The Economic Impacts of International Migration: A case Study on the Philippines,” written by Tereso Tullao, Michael Angelo Cortez and Edward See said: “The possibility of increasing and internalizing the cost of international migration may be considered to reduce the economic ills it has generated. Such a move can arrest the possible hollowing effects on industries and mitigate the loss in international competition.”

The study suggested that these same remittance income pouring into the country had nurtured dependence, contributed indirectly to the contraction of industries and developed a culture of migration among Filipinos.

One way of compensating the country for the loss of migrants who attended government-funded state universities and colleges, the study said, would be to oblige them to compensate for the cost of their education.

“Another option is to impose some form of exit tax on migrating workers like nurses whose massive exit has affected the nursing education as well as the health sector of the country,” said the study, which was presented during a recent international forum on labor migration conducted by the National Economic and Development Authority.

It acknowledged that the huge amount of remittances sent by OFWs as captured by Bangko Sentral ng Pilipinas statistics and a substantial amount unaccounted for that flows through the various informal channels had contributed significantly to the growth and stability of the national economy in recent years. But instead of alleviating unemployment, it argued that international migration has reduced the demand and supply of labor.

“International migration has increased the reservation wage of individuals coming from households with remittance income,” the research said.

The study also said that temporary overseas employment had the potential of depressing domestic industries and contracting employment similar to the consequence of the “Dutch disease,” referring to a situation where dependence on a natural resource could erode competitiveness.

“The phenomenon of international migration, ore particularly, temporary overseas employment, has also reduced self-reliance among individual members of the households,” the research said.

It added that the reduced labor force participation of family members with remittance income can be interpreted as another manifestation of dependence.

  64. The Ca t (195 comments.) Says:

Another option is to impose some form of exit tax on migrating workers like nurses whose massive exit has affected the nursing education as well as the health sector of the country.

I know one impact of the migration of the nurses, i.e mushrooming of the nursing schools and review centers. Are they blaming the demand for the course to be the cause of the perceived deterioration of the quality of nursing education. It’s just like saying, hey we lower the quality of our products, anyway they are in demand. nothing of that sort. that should be taken cared of by the DepEd or the CHed.

In the US, a similar penalty (not tax) is imposed on corporations who have hired foreign workers in the IT industry. The money goes to the fund for the US locals to learn and acquire technological skills.

Look, the Silicon Valley people are still asking for additional quota for working visas for tech people.
Note: I don’t care who conducted the study, whether they are students or professors or experts. My opinin is only based on the article about the study. My questions as to how the paper was prepared still stand.

  65. The Ca t (195 comments.) Says:

It added that the reduced labor force participation of family members with remittance income can be interpreted as another manifestation of dependence.

I should be needing more statistics as to how many members of the family are unemployed? Are they unemployed because they are full time studying courtesy of the overseas worker or they are unemployed merely because they rely on the remittances for their financial needs.

What about mothers who are asked by the overseas fathers to stay home rather than work to take care of the kids.

So what’s the statistics? They simply cannot conclude without considering other contributory factors.

Moral of the story: if you plan to work abroad, take your family with you. haha

PIMENTEL SEEKS SCRAPPING OF PLAN TO TAX REMITTANCES OF OFWs

CAGAYAN DE ORO CITY — Senate Minority Leader Aquilino “Nene” Q. Pimentel, Jr. (PDP-Laban) today strongly rejected a plan of the Department of Finance (DFA) to tax the foreign exchange remittances of overseas Filipino workers (OFWs).

Pimentel said OFWs should be entitled to tax exemption of the earnings they remit to their families back home to reward them for their contributions in stabilizing the national economy.

He said the dollar remittances of OFWs should be
treated differently from foreign investments which are given certain incentives by the government.

“The remittances of OFWs should be tax-free and
treated better than foreign investments that are given incentives. The money of OFWs stays in the
Philippines. While it is true that foreign investors bring money into the country, they repatriate their profits abroad,” Pimentel said.

He said the plan to tax OFW earnings also contradicts the government’s persistent claim that its revenue collection has dramatically increased.

Pimentel said the government should think of ways of repaying back to the OFWs for their sacrifices and for their regular dollar remittances, instead of punishing them with a tax imposition.

He said that the government may waive certain fees for OFWs like passport fee to ease their financial burden in seeking for employment abroad.

Pimentel said it is not uncommon to hear of workers selling or mortgaging their houses, farms or work animals in order to defray their expenses for overseas placement.

I’ve never heard that DLSU condemned the graft and corruption perpetrated by those who are in power. They want more MONEY by taxing the remittances of the OFWs for those POWER AND MONEY GLOTONS in the government.

Kailangaan natin ang Nationalist industrialization at national exploration of natural resources. Di kagaya ngayon na IBINIBIGAY NA SA MGA DAYUHAN ANG MGA LIKAS NA YAMAN NG BANSA PATI NA YAMAN NG AGRIKULTURA.

2T SALAMAT!!! MARAMING SALAMAT SA PAGKAKATAONG MAGPAHAYAG NA IPINAGKALOOB MO SA AKIN!!!
