Retake the 2006 Nursing Licensure!

I maybe late with this news (I was doing maintenance work) but I thought, I would still write about this, since this is affecting my dear nurses. There’s a couple of bad news to all the nurses affected by the infamous cheating that happened.
And they are:
-
The Commission on Graduates of Foreign Nursing Schools (CGFNS) decided to deny last year’s passers of the VisaScreen Certificates.
-
Taking a cue from the US, other countries might imitate the United States in requiring those who passed the 2006 nursing licensure tests to retake portions whose results were allegedly leaked to exam takers.
Ok, so those are what’s happening right now.
At the moment, I don’t understand why we now have involved the Supreme Court of the Philippines to decide on retaking the exam. Can someone shed light? If you took the exams, can’t you retake the whole thing no more? (Geee… I don’t understand!!!)  Why? well, for one thing, the UST Faculty Association filed a motion with the for reconsideration to allow the board passers to re-take portions of the exam. My personal opinion is telling me that even if the Supreme Court agree to the motion, what’s in it in the eyes of the world? The truth of the matter is, all of those who took the tainted exams are, in the eyes of the prospective employers, are questionable. This is the reason why NONE of them are interested in hiring those poor graduates. At the end of the day, it’s NOT the Supreme Court that will hire or find you a job. Simple, isn’t it? Can you guess who will hire you?! If you figure that out, then you know exactly who to please by retaking the exams!
Listen to me people!!! NAKIKINIG BA KAYO?! Forget the Supreme Court! Forget the UST Faculty Association (although, I do admire their fighting stance! Kudos to them!) and this is what I have been telling most of my nurses who are asking me the same question that my brother in law’s niece had asked me.
whaaaaaaaa…naiiyak na ko! kung bakit naman kasi di na matapos-tapos ang nursing scandal na yan! latest news eh di daw magbibigay ng visascreen certification ang CGFNS sa mga passers ng june 2006 exam na gustong mag-abroad. and i’m one of them! huhu! pano na ang ameyrican dream namin? grabe talaga. pag di pa talaga naayos ang gulong ito, magre-retake na lang ako? pero pag nag-retake ako, wat if di ako pumasa? whaaa…talaga lang naman. help!!!
That was the question raised to me by itchyfeet. Plain and simple, here’ s my advice (raw with no spell/grammar checker!)
@itchyfeet - magagalit ka sa sasabihin ko pero deretsahan to. buti pang mayanig ka na ngayon kesa magdusa ka 4ever. what has been done to your batch is one nasty ugly *kung pede pa lang magmura!* way! naintindihan mo? putang ina nang gapuz review na yan!!! see what happens sa mga mandaraya? what you need to do is detach yourself from your batch. what do you do? do not ever insist na you are different from that batch dahil in the eyes of the world, lahat kayong 2006 batch mandaraya. totoo man o hindi. so how do you detach from that ugly perception? RETAKE THE BOARD. Yan ang kapalit nang panlolokong ginawa sayo. Afraid of failing? Mamili ka. Will you forever suffer from the mantsa na ginawa sayo nang ulol na mga tiga Gapuz or do something now na maaga pa? RETAKE THE BOARD. DO IT NOW! Kalaban mo mundo. Wala kang panalo.

Well, here’s the latest. I was talking to someone in Manila last nite. She saw it on TV there that these PRC people are paying for their plane ticket, flying to the US, coming to Philadelphia and talk to CGFNS. ANO?!!@#$%^ MGA BALIW BA ANG MGA HITAD NA TO?! Anong akala nila sa CGFNS? Mga ulol?! Wala sa culture yan nang mga kano!!!! Pag nagdaya ka! NAGDAYA KA?! Ano pa ba ang ime-memorize dun?
NAKUUUUU!!! Kapitbahay ko lang ang CGFNS sa Market Street!!! Pag nakita ko ang mga hitad na yan! GUGULPIHIN KO SILA!
Teka… baka balak mag TNT nang mga yan dito?! O baka magshopping sa mga outlet stores?!

CGFNS should be assailed by the UN for discrimation. Are they admitting that their own CGFNS exam is not reliable? If a person has a valid nursing license and is able to pass CGFNS exam, why add another discriminatory hurdle. Besides, they can add all additional questions to their exam itself plus may stateboard pa sa abroad na required.

Anyway, Nelson: I disagree with you anak about the discrimination part. Question is, is your VALID NURSING LICENSE came from that tainted board exam?! If the answer is YES. Well, valid nga ba talaga yon? In the eyes of the world? Your guess is as good a mine iho.
Balik tayo sa CG. Cause and effect di ba? They would have not done what they did if something did not happen.

Wag na kasi mapilit June 2006 batch. Wala na e.. retake na lang para sa ikabubuti din nyo yan.
@ReynaElena hahaha natawa ako sa TNT thing.. Sana nga nagiisip din ang PRC, lalo na si Rosero. Akalain mo ba namang pinangalandakan nya sa TV hindi daw importante ang CGFNS dahil mas madaming states ang nagrerequire ng NCLEX. Ding ding ding misleading info!! actually even here sating tinubuang earth ay may discrimination sa hiring of june 2006.
eto po ang nangyayari tatawag ka sa phone at magtatanong kung may hiring sila pagkatapos sabihing meron itatanong kung what batch ka ayempre sagot mo june 2006.. at dun ka na namatay.. mismong natalo mo pa si rizal dahil ang next epsiode ay….

malaya, naiintindihan ko ang nararamdaman mo…mahirap talaga pag tipong naka-blacklist na ang mga june 2006 boardpassers…
pero sana tatagan mo ang dibdib mo, para sa kin it’s better na mag-retake na lang kayo talaga…

you know, i feel your pain kahit na ampon ko lang kayong mga nurse ko, besides we have one in the family na member nang batch na yan na walang ginawa umiyak, but who is now preparing to retake kasi you MUST detach yourself sa kalagayang yan. bayaan mo ang PRC and Supreme Court whatever chuvaley, dahil IKAW pa rin ang iin-terbyuhin at hindi ang PRC. Ikaw pa rin ang gagawa nang resume mo at hindi ang Supreme Court. IKAW IKAW IKAW at IKAW.
Napaka p!@#$%^&*()ng ina talaga nang ginawa sainyo nang hudas na mga mangongopya na yan! Forevah and evah na nakaukit yan senyo kaya kahit anong sabihin kong gudlak, tangna talaga! Gaya nang sinabi mo, tatanungin at tatanungin ka kung anong batch ka.
Retake ka lang anak. Ganun ang parusa, wez, tanggapin mo na lang. Prehas nang sabi ko ki Mahal na Santa Rosa, budburan mo na lang nang vetsin, ipikit mo na lang iyong mata, lunukin mo’t mag-retake ka, at pag me nangopya pasagasaan mo sa traysikel at sunugin mo pati kaluluwa!!! Piktapos? Balikan mo’t sampalin mo at buhusan mo nang kumukulong mantika.

Ang masasabi ko lang, don’t cry over spilled milk…andjan na yan…mauubos lang ang oras kakareklamo…don’t dwell on the problem…hunt for the solution…if that solution (apparently) is to retake…go for it…just consider yourself almost becoming a butterfly…but you can’t be unless you undergo trials and tests of going through a cocoon to give strength to its wings…

c5 rn ka ba? or have you experienced taking board exam? coz the way you say it parang ganun lang kadali mag retake….I’m not included in the june 2006 passers but my sympathy is in them..if your talking about trials, is studying 4 years, spending almost a million even selling a piece of land or a couple of carabao just to graduate and include mo pa 3 mos of sleepless nights to study for the board exam, if you dont call that a trial then your a psycho….yung mga taga UST gus2 nila mag retake kasi alumni nila Ray Gapuz nagpakalat ng leak… gudluck na lng sa mag reretake naway pumasa kayong lahat at bumagsak yung mga nangongopya…

Lam mo concern RN, hehehehe, relax ka lang…misyado kang emotional sistah. ala naman say si sistah C5 na madali mag retake eh… pero ika nga ni Reynz, kalaban mo mundo. May stigma na kasi naka attach sa June 2006 na exam - sa mata ng mundo, may leak ang exam na yun, ala silang pakialam kung isa or dalwang westyon lang basta proven na nag leak ang exam na yun so alang credibility. Kahit pa pumayag ang CGFNS na i-honor yung results nun, sa mga employers na mag iinterbyu, nakaukit pa rin yung thought na maanomalya ang result na yan. Eh hindi nga madali ang mag retake pero mas maganda naman na during interview eh masabi mong - I took the exam in June 2006 and passed it AT nag retake ako to prove na ipinasa ko ang exam na itatz dahil knowz ko talaga sagot at di ako nabiyayaan ng kodigo… at eto pasado pa rin, sabay sampal mo yung result sa interviewer.
Bakit ulit kailangang mag retake? Eh kasi nga TAINTED yung exam na tineyk nila, alang validity sa mata ng employers at sa buong mundo. That is of course unfair to the nurses pero the sooner they retake it, the better chances they have at future employment abroad. The sooner they get a job abroad, mas madali nilang matubos ang mga naisanlang lupa at makabili ng kalabaw kapalit ng binenta nila, davah?
Let’s leave the final decision to the nurses who passed the June 2006 exam. Retake and have better and smoother job application process OR go on protesting and whining about how unfair life has been to you, put your career on hold, and carry the stigma of passing a tainted exam the rest of your nursing career life. It’s their choice.

score on either the CGFNS International Qualifying Examination
or on the U.S. registered nurse licensure examination, the

FOR AN ELIGIBILITY REVIEW, CGFNS/ICHP MUST RECEIVE:
1. The completed and signed VisaScreen®: Visa Credentials
Assessment Application Form
2. A bank check or international money order (drawn on a U.S.
bank in U.S. funds) made payable to ICHP, or credit card
payment (Visa, MasterCard or Discover), for the full
VisaScreen® application fee in U.S. dollars within 60 days of

translations, including a Certificate of Accuracy (if not in English)
4. The completed “Request for Academic Records†form and

***help me here does it says required yung local board?????? another thing…chinese went here in PH to study nursing, they dont have a bloody board exam there and yet they are eligible for the visa screen…how it could it be? before i pass the local board exam i pass my application for nclex and i was found eligible without again a local board exam, the very question that im eager to ask for the cgfns is…if they give so much importance to the NLE here then why give nclex or cg exam? we cant practice in the US even if your a top notcher here so why they making a big deal out it?

@ concern RN - you know, i was reading your comments, actually, i am guilty myself of making you a bit annoyed and not just C5. but of course, i feel your pain. my brother in law’s niece is one of the june 2006 board passer who could not get any employment because everytime she mentions that dreaded phrase -June 2006 Board- it’s over. that’s it. she can’t even go any further.
there’s a comment here, somewhere, about the same thing that Med City and Makati Med would not even interview her just because she belongs to the -June 2006 Board.
i don’t think it’s a question of gano kahirap to take the board. i had my share. i went through the same agony, despair and money and all that. (walang board exams sa china on nurses?! I didn’t know that!)
my sister, she’s american - she’s there in manila and finishing her nursing and she’s not required to take the local board. when she returns to the us, it’s nclex for her.
so what is it such a big deal?
it’s really all about CREDIBILITY, nothing more and i love the way Kuta explained it.

Yeah, as I matter of fact, it does…see # 7… Well, I could be be wrong but I thought you cannot be a registered professional in your field unless you passed the PRC licensure exam. PRC is the only agency that can issue us the professional license and validate our registration davah?
Again, let me go back to your comment in #7 and I quote: “in cases where your diploma authorizes legal practice, this same form mailed to ICHP from the institution that issued your diploma”.. Such is the case of China, in their country and even some countries in the middle east I heard, there is no licensing body for professionals. So a diploma is enough for them to practice their profession. Ganun din ang Pinas noong araw, di ba? Makatapos ka lang ng grade 4, pwede ng mag teacher. Pero hindi na tayo ganun ngayon, may PRC na tayo. We are not one of the “cases where a diploma is enough to legally practice our profession” anymore.

Reynz- nasa number 7 yung comment ni Malaya na ang asin hosp, makati med at medical city…pag narinig na june 2006 ka eh sasabihing you can submit your resume but we can’t give the assurance that we will entertain it.
2006 nurses, kailangan kayo mismo ang mag decide whether you would retake or not. We can only suggest what we think is the better option. Ang ultimate decision nasa inyo.

I’m sorry ngayon lang ako uli nka visit dito, anyway I understand ung feelings ni concern RN, talagang madami nang sacrifices ung mga board takers, imagine naman po for 4 years w/o sem breaks nag aaral plus 3 mos of review… but then again, during those years of studying for sure they have acquired na the adequate knowledge to pass the NLE. Now, if they did pass the June 2006 NLE w/o the help of the leakage then they need not worry about the retake. Reyna’s right it’s definitely the choice of the june ‘06 batch. Remember: “God’s plan is better than our desires…”

Para kasing ganito yan, if they took the NLE last june and they didn’t have anything to do with the leakage but still they were really affected or troubled by it, then maybe God wants them to learn something. I’m not sure what, but I know it’s something that will be good for them. Or you can just put it this way, “every bad experience is a learning curve..”

thats exactly my point..if our diploma do not authorize us to practice our profession then what difference does it makes sa mga chinese na dito nag study???in terms of competency we our way ahead of the chinese or other middle eastern you mention..dapat mas strict sila sa kanila, would you agree? in fact common we all know that pinoy are very smart, we always find a way to beat the system this is not only time that we had a leakage scandal the 1st time na nagka leak yung PNLE i guess that was in the 90’s when it first happen together with mechanical engr board and the bar exam..funny thing is why did they introduce nclex exam here napakasama naman ng timing..you go back to history of nursing correct me if im wrong but after WWII may nursing licensure exam na ang pnas di pa prc yun i dont know the agency… anyway kahit papano task force mission impossible is on the way to philly to present some stats and facts hope that there will somehow a miracle para ma reverse yung decision ng cgfns…c5 sorry if na offend kta, im not here to pick fights, my point lang kasi is its easy to say than done..anyway im not gonna argue with it anymore. siguro may mag a-agree sa kin o wala pero dapat we should fight this one..we dont just keep our mouth shut in terms of national concern, if we dont act now then i guess we deserve to be a 3rd country for the rest of our lives…remember that sumpreme court and court of appeals decide that there is no retake because the exam was not widespread, pinoy has this crab mentality thing thats really an ugali na dapat ng tanggalin, thats why di tayo umaasenso…ika nga united we stand devided we fall….

… then you must comply with their requirements and if that includes retaking the NLE so be it! You should make that choice because no one will make that for you. If you passed the previous exam then the next one should be a breeze plus you’ll get to review more.

I agree with you (RN) that there’s something we should do and not just stay quiet and plainly keep our mouth shut especially when matters become of national concern…but that’s a LONG-TERM GOAL…plan for that is a totally different phase than what you need to do NOW to have a job as an RN…and that’s to RETAKE so you qualify within the CURRENT standard so you can have income and have enough gas for you to reach your long-term goal.
How can you go for your long-term goal when you haven’t even made action for your short-term goal?

Because it’s political. This is a political question which I believed could be addressed by WTO since China is not a member of ASEAN. Why did I say that? When they had the ASEAN Summit in Cebu, I know for a fact that was some sort of mutual recognition to the effect that licensed nurses in the Philippines are also recognized like their counterparts in Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam. This could be a start to have standard licensing agreements agree? So what political muscle do we have with China such that their nurses get the same registration and licensing requirements? Who knows. Political!
Even in the US, it’s also political, would you agree? Let me tell you a story. My ex-boyfriend was Colombian. I met him at the Univ. of Penn. He was doing his medical residency. But for whatever reason that I did not understand at that time, circa 90’s, he could not take the medical board exam. At around the same time, my best friend just arrived from Manila, an FEU medical graduate and it only took her a couple of months to review and prepare for the medical board. I was just told by my Filipina friend that foreign medical graduates from Latin America have different policy than those medical graduates from the Philippines. The next thing I knew, my ex-bf decided to go back to Colombia where he now practices. Now, I have no clue (read: ignorant) what those rules are. What I know is that my ex was furious with the rules that’s why he went home.
Bottom line? All these different standards of licensing and registration requirements are all political!

PHILADELPHIA, PA — MARCH 5, 2007 — The Commission on Graduates of Foreign Nursing Schools (CGFNS International) Board of Trustees President Dr. Lucille Joel, Chief Executive Officer Dr. Barbara Nichols, and counsel to CGFNS John Ratigan met in extended discussion with the Philippine Task Force organized by Congressman Monico Puentevella on March 5 at CGFNS headquarters in Philadelphia, Pennsylvania, USA. They heard the Task Force present its concerns about CGFNS’s decision to deny VisaScreen® certification to the June 2006 passers of the Philippine Nursing Licensure Exam. In addition to Congressman Puentevella, the Task Force was composed of Dr. Leonor T. Rosero, Chair of the Philippine Professional Regulation Commission, Dr. Remigia Nathanielz, representing the Commission on Higher Education and Philippine Nurses Association, and the leader of a group of June 2006 nursing licensees, Renato Aquino. After listening to and reviewing the concerns of the delegation, Joel and Nichols explained that CGFNS’s decision was based on the requirements of U.S. law and was not subject to re-negotiation or further review.
Dr. Joel and Dr. Nichols explained the following to the Philippine delegation that:
This decision was based on U.S. law, and what U.S. law required of CGFNS in the circumstances of the June 2006 examination. The key question was not what Philippine authorities did, but what U. S. authorities would have done in similar circumstances.
CGFNS determined that in the case of the June 2006 Philippine license examination, the compromise situation was handled in a way that was not comparable to the way it had been handled in the U.S.
CGFNS has been gathering information on this matter almost since it occurred. Dr. Nichols led a fact-finding team to Manila in September 2006 for exactly that purpose. CGFNS has been well and thoroughly informed of developments throughout this process.
As Dr. Nichols advised Dr. Rosero, the decision on this issue made and announced by the CGFNS Board of Trustees on February 14 was unanimous. That decision is final, and will not be reconsidered. The Philippine delegation accepted that fact.
We hope that is the message the delegation will take back to the Philippines — that the time for challenges and delegations is past.
The sooner the responsible authorities in the Philippines move forward to implement the steps for a re-take of Tests 3 and 5, without the need for Philippine nurses to surrender their current licenses in order to do so, the better it will be for all concerned.
CGFNS announced on October 26, 2006 that it was questioning the eligibility for VisaScreen certification of the Philippine nurses who passed the Professional Regulation Commission’s (PRC) June 2006 nursing licensing exam based on the widespread allegations that the June 2006 Philippine Nursing Licensing Exam had been compromised.
The CGFNS Board of Trustees directed its staff and counsel to review and assess whether the licensure process based on the challenged results of the June 2006 exam is “comparable” with that required for nurses licensed in America, as required by U.S. law. CGFNS then made a final determination on February 14, 2007 that the licensure process was not comparable and moved to deny VisaScreen certification for Philippine Nurses Who Passed the Compromised June 2006 Philippine Licensure Examination.
The CGFNS VisaScreen Program, administered by the International Commission on Healthcare Professions (ICHP), a division of CGFNS, is a federal screening program mandated by U.S. immigration law. U.S. law designates CGFNS to determine whether internationally-educated healthcare professionals who wish to obtain a visa to practice in the U.S. possess education, training, license and experience that is “comparable with that required for an American healthcare worker of the same type.”
The CGFNS decision provided a remedy by which the June passers could regain their eligibility for VisaScreen certification by re-taking and passing the compromised Tests 3 and 5 with a passing score of 75. CGFNS urged the Philippine authorities to authorize a re-take of those tests without surrender of licensure.
The integrity of foreign licensing systems ultimately affects the health and safety of patients in the United States, a primary consideration of CGFNS in its role in evaluating foreign-educated healthcare workers under U.S. immigration law. The decision that was made final on February 14, 2007 supports this critical mission of CGFNS.

The popular interpretation of the speech holds that it is a debate on suicide. Hamlet rather impersonally considers the attractions of death (”not to be”), which he likens to a sleep, over life (”to be”), whose pain seems unavoidable. But in the end he notes that the fear of possible suffering in the afterlife “that we know not of” (as opposed to the known evil that is life) tends to stop human beings from actively ending their existence.
The simplest summary of Hamlet’s speech might read “Life is so wretched that suicide would be preferable—except that we’re too afraid of what might come after death.”

Alala ko tuloy yung nyetang teacher ko sa stage and speech arts… avah, sandamakmak na soliloquy ang pinamemorya sa amin!!! Pero itong hamlet ang pinaka memorable sa akin kasama ng romeo and juliet at merchant of venice, isama mo na Cyrano de Bergerac’s funny soliloquy “my nose is rather large, is that all?”… carry na carry ko itatz onstage, ehehehehe. Kundi nga lang nagsara ang metropolitan theater nung araw baka naging stage actress aketch, CHARROOTTT!!!

hehehe kakaiba itong post na ito. nagsimula sa nursing board exam napunta sa war tapos napunta sa stage play hehehehe. minsan pala, sumisilip ang sister ko dito. i told her wag na muna sumilip baka mabasa niya yung post about hamlet eh mag-freak out na naman siya. kasi sa bahay, nagkalat ang shakespeare books. yes, nagbabasa ang madir at fadir ko ng classics habang nag-aararo sa bukid hehehe. trying hard silang maging “educative” ang embayronment ng mga junakis nila (hehehe kuta, wag mo akong igagarote dahil sa “educative” hehhehe). tapos, nung jontis si nanay ko sa second baby niya ay napag-tripan niyang ipangalan sa isang character ni shakespeare ang bata. type niya yung hamlet. eh girlalu ang baby, so alanganing hamlet kasi nga lalaki si hamlet. e sabi ng nanay at tatay ko, problema ba yun? e di gawing babae si hamlet. kaya hayun ang kawawang kapatid ko naging hamlita hehehehe. galit na galit siya sa pangalan niya hehehe.ang nickname niya, hamlet, simula bata pa siya. anyway, it sounds like a girl’s name naman eh hehehe.

The news is that they will have to retake. It’s on ANA’s website. Let me see if I could post the letter itself.
Also, the decision of the CGFNS is final. Sabi ko na nga ba eh! Nag-shopping lang sa Franklin Mills Mall ang mga yan eh!

i think this is 2 much na rin na the whole exam will be retake, nasa luzon lang naman yung leak e. i pity those nurses who are in the visayas and mindanao area. sana ginawa na lng nila if they want to test the competency of those june 06 passers they will require at least 1 year of experience na lng instead of retaking the exam, exam is only a piece of paper, its not an assurance na talagang magaling ang isang nurse, maybe theoretically lang. hope this issue will be solve once and for all! c5 first of all i’m not a june 06 passer and im only afraid of God! sagot lang po ng government yung registration fee…its only 900+, sa review center naman sabi nila free daw but we know for a fact that it cant accommodate 17k students kasi meron pang kukuha na fresh graduates and a bunch of retakers pa. you know ba that we travel 3hrs by land and 13hours by sea just to get to the testing site? by travel expenses pa lng it cost 5k na? plus hotel accomodation, i guess government will not pay for that.
